Will personal carbon trading change behaviour? IPPR Seminar

The Institute for Public Policy Research www.ippr.org is holding a seminar on personal carbon trading and behaviour change. One of the key arguments made by proponents of personal carbon trading (PCT) in favour of introducing a scheme is its potential efficacy in changing individuals’ behaviour compared with other measures such as carbon taxation or upstream trading schemes. The rationale is that PCT encourages individuals to engage more closely with their carbon emissions than policies which produce only a price signal. However, to date, there has been little evidence to back up this claim. This seminar aims to examine the potential impact of PCT on behaviour by presenting some of the latest research from economics, behavioural economics, social psychology and economic psychology. Alan Lewis and Stuart Capstick from Bath University will present the result of a review, commissioned by ippr, entitled ‘Personal Carbon Trading: Perspectives from Psychology and Behavioural Economics’. Steve Elderkin, Defra, will present his findings in this area as part of his recent assessment of the potential effectiveness of PCT.
