Cap and Share is a global carbon rationing framework. Similarly to Contraction and Convergence, a reducing cap is set on global emissions, and this cap is shared between nation states. However, here, national allowances are split into equal shares and awarded to each states’ citizens, in the form of emissions entitlements certificates. Individuals can sell their excess entitlement on an open market, where companies must buy them in order to cover their own emissions.
