Carbon Rationing normally refers to any scheme that limits carbon emissions by allocating allowances to individuals, businesses or nation states, based on their fair share of a sustainable global emissions level. Usually, participants are allowed to trade their excesses or debts on a carbon market. These schemes can be implemented on a personal, national or global level.
